Nama paket pekerjaan   : Rencana Pengelolaan Penghapusan HCFC untuk Memenuhi Target Pengendalian HCFC (Annex C Group 1) Tahun 2013 dan 2015 di Indonesia

Dalam paket pekerjaan ini dibutuhkan beberapa tenaga individual consultant membantu National Project Manager (PM) sebagai berikut:

A. Programme Assistant Air Conditioning Sector (PAAC)

Lingkup Pekerjaan     :

  1. Memberi masukan dalam penyusunan Tranche Implementation Plan and Report di sektor AC, penyusunan kebijakan, peraturan dan standar
  2. Menyiapkan draft laporan kerja tahunan dan laporan kemajuan untuk disampaikan kepada Project Manager
  3. Merencanakan kegiatan bantuan teknis untuk alih teknologi di tingkat industri sesuai kebutuhan
  4. Menyiapkan analisis dan evaluasi terhadap keikutsertaan industri AC, misalnya melakukan verifikasi baseline, mengumpulkan dokumentasi yang dipersyaratkan untuk menentukan kelayakan dan kemampuan keuangan, melakukan kunjungan lapangan, menyiapkan draft MoA antara KLH dan perusahaan
  5. Menyiapkan, mereview dan mengevaluasi checklist rencana pencapaian untuk direkomendasikan kepada KLH
  6. Membantu menyiapkan dokumen pencairan dana dari industri AC
  7. Memonitor dan mengecek kemajuan pencapaian project di tingkat penerima bantuan seperti pembuatan deisgn, tata letak, perawatan, ijin dan lisensi, pelatihan dan bantuan teknis serta memastikan bahwa perusahaan siap untuk menerima dan menjalankan hasil project
  8. Memastikan penyelesaian kegiatan di tingkat penerima bantuan melalui dokumentasi terkait
  9. Menyelenggarakan kegiatan lainnya seperti program peningkatan kesadaran masyarakat
  10. Membantu menyiapkan kontrak pengadaan barang dan jasa
  11. Memelihara dan mengelola seluruh pencatatan dan dokumentasi project di sektor AC
  12. Melaksanakan tugas lainnya yang diminta oleh Project Manager

Nilai Total HPS           : Rp. 90.000.000,- (Sembilan Puluh Juta Rupiah)

Persyaratan Peserta   :

  1. Pendidikan minimum S-1 Teknik Mesin, Teknik Elektronika
  2. Pengalaman minimum 4 (empat) tahun, dan minimum 2 (dua) tahun berpengalaman dalam AC Testing, Refrigerant Conversion, dan Energy Efficiency
  3. Mampu menyusun laporan teknis, termasuk menguasai IT (Windows, MsOffice)
  4. Mampu berbahasa Inggris dan Indonesia baik tulis maupun lisan

B. Programme Assistant for Refrigeration Sector (PARef)

Lingkup Pekerjaan     :

  1. Memberi masukan dalam penyusunan Tranche Implementation Plan and Report di sektor Refrigeration, penyusunan kebijakan, peraturan dan standar
  2. Menyiapkan draft laporan kerja tahunan dan laporan kemajuan untuk disampaikan kepada Project Manager
  3. Merencanakan kegiatan bantuan teknis untuk alih teknologi di tingkat industri sesuai kebutuhan
  4. Menyiapkan analisis dan evaluasi terhadap keikutsertaan industri Refrigeration, misalnya melakukan verifikasi baseline, mengumpulkan dokumentasi yang dipersyaratkan untuk menentukan kelayakan dan kemampuan keuangan, melakukan kunjungan lapangan, menyiapkan draft MoA antara KLH dan perusahaan
  5. Menyiapkan, mereview dan mengevaluasi checklist rencana pencapaian untuk direkomendasikan kepada KLH
  6. Membantu menyiapkan dokumen pencairan dana dari industri Refrigeration

C. Financial Assistant (FA)

Lingkup Pekerjaan     :

  1. Merumuskan, mengelaborasi anggaran bersama dengan Project Manager, serta memeriksa kesesuaian laporan keuangan setiap kegiatan.
  2. Melakukan penyusunan status laporan keuangan proyek, rekonsiliasi pencatatan pembayaran dan mengusulkan pengajuan pencairan kepada Project Manager.
  3. Menganalisa dan mengawasi keseluruhan kondisi keuangan, serta melakukan proses revisi anggaran.
  4. Membantu proses audit.
  5. Melaksanakan tugas lainnya yang diminta oleh Project Manager

Nilai Total HPS           : 96.000.000,- (Sembilan Puluh Enam Juta Rupiah)

Persyaratan Peserta   :

  1. Pendidikan minimum S-1 Ekonomi Akutansi atau Bisnis
  2. Pengalaman minimum 4 (empat) tahun di dalam administrasi dan keuangan pengelolaan proyek, dan minimum 2 (dua) tahun berpengalaman mengelola proyek di lembaga internasional
  3. Lebih diutamakan mempunyai pengalaman dalam keuangan atau pengelolaan program
  4. Menguasai IT (Windows, MsOffice)
  5. Mampu berbahasa Inggris dan Indonesia baik tulis maupun lisan

D. Administration Assistant (AA)

Lingkup Pekerjaan     :

  1. Membantu kegiatan administrasi sehari-hari dalam pelaksanaan HPMP
  2. Memastikan ketepatan dokumen pendukung
  3. Menyiapkan pelaksanaan pertemuan, workshop dan pelatihan
  4. Membantu dalam menyiapkan rencana kerja, laporan kemajuan proyek, dokumen-dokumen untuk persiapan pelelangan
  5. Melakukan kompilasi, menyimpan dan memlihara data dan dokumen terkait dengan proyek
  6. Melaksanakan tugas lainnya yang diminta oleh Project Manager

Nilai Total HPS           : 60.000.000,- (Enam Puluh Juta Rupiah)

Persyaratan Peserta   :

  1. Pendidikan minimum D-3 Sekretaris atau Administrasi
  2. Pengalaman minimum 5 (lima) tahun di dalam administrasi dan keuangan pengelolaan proyek, dan minimum 1 (satu) tahun berpengalaman yang terkait dengan pengembangan kegiatan proyek
  3. Memiliki pengetahuan dalam menyusun laporan proyek dan mengadministrasikan aset proyek
  4. Menguasai IT (Windows, MsOffice)
  5. Mampu berbahasa Inggris dan Indonesia baik tulis maupun lisan

HCFC Phase-out Management Plan (HPMP) for compliance with the 2013 and 2015 control targets fo Annex-C, Group-1 substances (HCFCs) in Indonesia

BACKGROUND

    The Ministry of Environment (MoE) is the focal point for the ozone layer protection and implementation of the Montreal Protocol. In coordination with UNDP, the World Bank and UNIDO, and other relevant government agencies, such as Ministry of Industry, Ministry of Trade, Ministry of Finance/Directorate General of Customs and Excise, and Statistics, private sector, universities/experts, non-government organizations (NGOs), the MoE is coordinating the implementation of the Hydro-chloro-fluoro-carbons (HCFC) Phase-out Management Plan (HPMP) Stage-I, to comply with the 2013 and 2015 control targets for HCFC consumption according to the Montreal Protocol, which was approved by the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol in its 64th meeting in July 2011.

    The implementation of Indonesia’s HPMP Stage-I comprises of a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training, awareness, communications and management, coordination and monitoring in various HCFC consuming sectors during 2012-2018 consistent with the provisions of the performance-based agreement between the Executive Committee of the Multilateral Fund and Indonesia.

    1.2. OBJECTIVES of the project

    The objectives of the project are as described below:

    • To facilitate Indonesia’s compliance with the control targets for HCFC consumption with minimal impacts on the national economy, on environment and on occupational health
    • To implement a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training and capacity-building, awareness and education and monitoring and management in the HCFC consuming sectors, contributing to achieve sustainable reductions and phase-out of HCFC consumption.

    1.3       SCOPE OF WORK

    In order to achieve its outcome(s) and outputs, the Indonesia’s HPMP Stage-I requires a Project Management Unit (PMU) manage by Project Manager (PM) for handling programme management and operations for the investment and non-investment components with assisted by :

    1. Programme Assistant for Air Conditioning Sectors
    2. Programme Assistant for Refrigeration Sector
    3. Financial Assistant
    4. Administration Assistant

      Under the guidance and direct supervision of the NOU/KLH as Deputy National Project Director (DNPD), the PMU is responsible to manage day-to-day operations focusing on Finance and Administration aspects and at the same time to ensure the implementation of performance-based programmes in the Refrigeration, Air Conditioning and Foam Sectors in close coordination with Implementing Agencies (UNDP, World Bank and UNIDO).

      In general, the Project Manager is expected to have a thorough knowledge of the Montreal Protocol, demonstrated experience in programme and project management, ability to work under pressure and strict timelines, and analytical and communication skills to produce reports and documentation in English, meeting international standards.

      The outputs expected at the completion of the assignment are able to successfully implement Multi-year performance-based programme.

      A. Project Manager

        The Project Manager will be responsible for day-to-day management of implementation activities in the HCFCs Phase-out Management Plan (HPMP) and is expected to discharge the following functions:

        Functions / Key Results Expected

        • Act as an interface  between MoE and UNDP, WB and UNIDO for all implementation activities
        • Assist MoE on the following:
          • Prepare Tranche Implementation Plan and Report for activities in each of the three sectors;
          • Follow-up for policies, regulations, codes and standards;
          • Monitoring enterprise-level phase-out activities, including collecting all required documentation, conducting site visits as needed and following-up on the progress of implementation of the performance-based Memorandum of Agreement between KLH and enterprise
          • Cooperating with supervision and audit verification teams or with independent reviewers appointed by ExCom, to verify the findings of such audits;
          • Arranging technical support through external epxerts as may be needed, to enterprises in transferring ODS technology to appropriate non-ODS technology;
          • Supervising enterprise-level HCFC phase-out and baseline equipment disposal, including any required inspection visits to recipient enterprises;
          • Cooperating with international and national experts;
          • Carrying out other activities, such as public information, awareness initiatives and training programs;
          • Prepare semi-annually draft work plans and progress reports on activities for submission to and approval by MoE;
        • Regular review, follow-up and tracking of progress of recipient-level activities and ensuring that all targets envisaged in the annual implementation programme are met
        • Monitor and track progress of delivery of project inputs at the recipient level, such as equipment, training and technical assistance and ensure that enterprises are fully prepared to accept and use these project inputs and effect phase-out of the substances in a timely manner and to undertake periodic inspection visits to the recipients’ sites
        • Assist UNDP/WB/UNIDO in establishing completion of activities at the recipient level, through relevant documentation
        • Ensure all project documentation and records in a systematic manner
        • Assist MoE in arranging information dissemination and awareness activities such as workshops and campaigns, meetings, seminars, etc.
          • Supervise the work of project assistants

        Competencies

        • Strong managerial ability with experience in result-oriented approach to project implementation
        • Analytical ability to synthesize project outputs and relevant findings for preparation of quality project reports
        • Excellent oral and written communication skills
        • Maturity and confidence in interacting with officials of government, implementing agencies and other stakeholders
        • Ability to interact meaningfully and effectively with recipient enterprises and suppliers/vendors
        • Ability to provide mentoring and guidance to project assistants

        Qualifications

        Education: Master degree in Management or Public Administration or Science or Engineering
        Experience:
        • About 7 years relevant experience in Government and/or International Organizations is required, preferably with a minimum of 5 years experience in management of Montreal Protocol projects;
        • Familiarity with procedures and project implementation mechanisms of Government of Indonesia/UNDP/World Bank/UNIDO would be an advantage.
        • Full familiarity with computers and other information technology tools and applications
        • Strong in project management is a definite advantage

         

        Language: Fluency in oral and written English and Bahasa Indonesia

        B. Programme Assistant for Air Conditioning Sector

          The Programme Assistant will be responsible for day-to-day management of implementation activities in the HCFCs Phase-out Management Plan (HPMP) for Air Conditioning Sectors and expected to discharge the following functions:

          Functions / Key Results Expected

          Assist PM for the implementing of HPMP in the Air Conditioning (AC) sector to:

          • give inputs on the Tranche Implementation Plan and Report for activities in AC sectors;
          • give inputs on policies, regulations, codes and standards;
          • prepare semi-annually work plans and progress reports on activities for submission to PM;
          • arrange technical support, on a need basis, for enterprises in transferring ODS technology to appropriate non-ODS technology;
          • provides analysis and evaluation on the participation of AC enterprises e.g. verifying their baseline, collecting all required documentation for determining their eligibility and financial viability, conduct site visit, prepare draft of Memorandum of Agreement (MoA) between KLH and enterprises;
          • prepare, review and evaluate check-list milestones requirements/outputs for recommendation reports to KLH;
          • assist in preparation of disbursement documents from AC enterprises;
          • monitor and track progress of delivery of project inputs at the recipient level, such as design, layout, equipment, permit and licenses, training and technical assistance and ensure that enterprises are fully prepared to accept and use these project inputs and effect phase-out of the substances in a timely manner;
          • establishing completion of activities at the recipient level, through relevant documentation;
          • carry out other activities, such as public information, awareness initiatives and training program;
          • prepare and recommend contracts for goods and services under project;
          • maintain and manage all project documentation and records in AC sector;
          • cooperating with international and national experts;
          • Other matters when required by Project Manager and KLH.

          Competencies

          • High technical competency in AC sector with experience in result-oriented approach to project implementation.
          • Analytical ability to synthesize project outputs and relevant findings for preparation of quality project reports.
          • Excellent oral and written communication skills.
          • Confidence in interacting with enterprises, associations, officials of government and implementing agencies.
          • Ability to provide mentoring and guidance to enterprises under supervision of PM

          Qualifications

          Education: Bachelor Degree in Mechanical/Electrical/Physic Engineering.
          Experience:  

          q  4 years of technical experiences in Air Conditioning sector.

          q  Minimum 2 years experience in managing AC testing, refrigerant conversion and energy efficiency.

          q  Ability to develop technical report for AC sector.

          q  Demonstrated ability to apply information technology tools and automated systems, including Window, MS Word, excel, etc.

           

          Language Requirements: Good understanding on English and Bahasa Indonesia (oral and written)

          C. Programme Assistant for Refrigeration Sector

            The Programme Assistant will be responsible for day-to-day management of implementation activities in the HCFCs Phase-out Management Plan (HPMP) in Refrigeration Sector and expected to discharge the following functions:

            D.
            Financial Assistant

              Financial Assistant expected to assist project manager for the financial aspects to ensure the implementation of performance-based programmes in the Refrigeration and Air Conditioning Sectors in close coordination with Implementing Agencies (UNDP).

              Functions / Key Results Expected

              Under the direct supervision of the Project Manager, the Finance Assistant will assist in the day-to-day operational responsibilities of the implementation of HPMP:

              • Formulates, elaborates budget with Project Manager, checks financial reports conformity of activities, expenditure with work plans, follows  up  activities, and monitors advance balances of resources disbursed. Verifies availability of funds for project activities, recommending and effecting necessary budget line changes.  Ensures accuracy of supporting documents, recommending action.  Draft routine budget revisions, executing shift in budget lines.  Interpret and re-configure project budgets into Government/UNDP  formats, ensuring their accuracy;
              • Reconciles the records of payments with activities and recommends new disbursements to the Project Manager;
              • Analyses and monitors overall program financial situation; identifies and monitors resources availability for program activities and resources planning, reporting on status of project financial expenditures, and alerting  Project Manager on shortfalls and over-expenditures;
              • Maintains and update expenditure ledgers;
              • Processes mandatory and other budget revisions
              • Draft project financial status report.  Compiles analyses information, data, statistics on project and program activities.  Drafts correspondence relating to project area; clarifies, follows up, responds to request for information;
              • Processes the termination of financially completed MoA;
              • Verifies, analyses and reconciles various expenditure reports from the UNDP country office and Government, and recommend follow-up/remedial action;
              • Assist in the audit process; and
              • Performs other duties as required.

              Competencies

              • Good report writing and administration
              • Consistently approaches work with energy and a positive, constructive attitude
              • Proactive, well-developed inter-personnel skills.
              • Able to work independently and within a team environment

              Qualifications

              Education: Bachelor degree in finance, business or accounting
              Experience: q  4 years experience in financial and administrative support for project management, and minimum 2 years experience in project management at international organization 

              q  Practical experience in financial or program management desirable

              q  Good command of verbal and written English

              q  Proficiency in computer applications

               

              Language Requirements: Good understanding on English and Bahasa Indonesia (oral and written)

              E. Administration Assitant

                Administration Assistant will assist project manager for the administration aspects to ensure the implementation of performance-based programmes in the Refrigeration, Air Conditioning and Foam Sectors in close coordination with Implementing Agencies (UNDP, World Bank and UNIDO).

                Functions / Key Results Expected

                To facilitate implementation of HPMP, the project requires an Administration Assistance in-charge in assisting administration among others:

                • Assists in the day-to-day administration activities in the implementation of HPMP including technical recapitulation, enterprise legality from prospective enterprises;
                • Assists Project Manager and/or Project Assistant to contact and follow up with enterprises in enterprise-level phase-out activities, including verification of consumption and other administrative arrangements for participation, upon consultation with PA and PM;
                • Assists Project Manager and/or Project Assistant to ensure accuracy of supporting documents;
                • Makes logistic and administrative arrangements for training and technical assistance workshops and related invitation and participation process;
                • Assists Project Manager to organize meetings and workshops to develop policies and regulations actions;
                • Asssists Project Manager to prepare semi-annually work plans and progress reports on activities for submission to and approval by KLH;
                • Asssists Project Manager to prepare bidding documentation for selection of consultant and procurement of goods (e.g. TOR, technical specification, budget plan, price estimation and draft contract);
                • Follow up with KLH on procurement, administer disbursement process of project activities;
                • Compiles, analyses, summarizes data pertaining to the HPMP, maintain records, documents and work-plan for the monitoring of project implementation, organizes data and information for easy follow up;
                • Other matters when required by Project Manager.

                Qualifications

                Education: Diploma Degree in Secretarial Work/Administration
                Experience: q  5 years responsible administrative and financial experience of which at least one year is closely related to the development project activities 

                q  Knowledge on project reporting and administration a definite asset.

                q  Demonstrated ability to apply information technology tools and automated systems, including Window, MS Word, excel etc.

                Language Requirements: Good understanding on English and Bahasa Indonesia (oral and written)

                1.3 MANAGEMENT ARRANGEMENTS

                The implementation of the HPMP (Stage-I) will need to be closely aligned and coordinated with the various policy, regulatory, fiscal, awareness and capacity-building actions the Government of Indonesia is taking and will need to take in future, ensuring consistency with national priorities.

                The implementation of the HPMP (Stage-I) will be carried out using the national execution modality (except for individual projects). The following framework that was successfully used during the preparation stage will be primarily used for supervision and management of implementation, with changes as needed to respond to evolving needs.

                The National Ozone Unit/KLH will have the overall coordination role. Considering the challenges for implementing phase-out activities and related supporting activities in a short span of time to meet the 2013 and 2015 targets, PMU with dedicated project staff will need to be formed, to undertake day-to-day implementation supervision and project management. The NOU/KLH will be supported by the TWGs as well as national and international technical experts as needed. The detailed roles and responsibilities of the stakeholders will be defined at the time of initiation of project implementation in more detail.

                UNDP is designated as the lead implementing agency for Indonesia’s HPMP. The roles and responsibilities of the cooperating implementing and bilateral agencies shall be as defined in the terms of the agreement between Indonesia and the Executive Committee of the Multilateral Fund.
