Excellencies, Ministers, distinguished delegates, honourable guests, ladies and gentlemen,

I realize that you have been waiting a long time for this moment and, I can assure you that it was well worth the wait.

We have a Roadmap!

I am delighted to say that we have finally achieved the breakthrough the world has been waiting for: the Bali Roadmap!

Distinguished delegates,

The decisions we have taken in Bali together create the world’s road map to a secure climate future. The governments assembled here have responded decisively in the face of new scientific evidence and significant advances in our thinking to collectively envision, and chart, a new climate-secure course for humanity.

The Bali Roadmap consists of a number of forward-looking decisions adopted today. These decisions represent various tracks that are essential to reaching a secure climate future.

At this meeting we have launched a new negotiation process, designed to tackle climate change, with the aim of completing this by 2009.

We have also addressed the AWG negotiations, setting a 2009 deadline, firmly launched the Adaptation Fund, and defined the scope and content of the Art. 9 review of the Kyoto Protocol – all of these on the Kyoto track.

Similarly we have charted a course forward on reducing emissions from deforestation and on technology transfer, including an exciting new strategic programme.

I have highlighted these ground-breaking decisions as core elements of the Bali Roadmap. But of course, I do not mean to detract from the significance of the many other issues we have considered, and the on-going work to implement existing commitments.

As we begin our work for the future, we should not forget that we are only a few weeks away from the start of the first commitment period. And whilst we have made an excellent start in Bali towards a secure climate future, we must also ensure that existing commitments are fully implemented. The road from Bali to Poznan and Copenhagen must be paved not with good intentions but concrete actions and rigorous implementation.

The Bali Roadmap is a testament to the remarkable spirit of cooperation that Parties have displayed in these last two weeks. It is also a tribute to the solidarity with which we have come together to address climate change – the defining human development challenge of the 21st century.

Excellencies, ladies and gentlemen,

Allow me to close this excitement with appreciations to some remarka
ble super-achievers:

• to all Parties, including the USA, for their flexibility and participation in a spirit of cooperation as reflected in the breakthrough we present now to the world;

• to the highly able secretariat of the United Nations Framework Convention on Climate Change in providing continuous support in the lead-up and during the conference;

• to the thousands of personnel of the organizing committee and volunteers, the Government and the people of Bali for their able support to make this conference a great success.

To my colleagues, Ministers of the Indonesian Cabinet – in particular Dr. Nur Hassan Wirayuda, Minister of Foreign Affairs – and all the members of the Indonesian Delegation, I can hardly find words to describe how important and meaningful was your support and cooperation during the whole process.

I am also grateful for the continuous attention and great support from the President of the Republic of Indonesia, H.E. Susilo Bambang Yudhoyono, both before and during the Conference. To the Secretary General of the UN, H.E. Mr. Ban Ki-Moon, for his special attention to this Conference.

The world was expecting us to show true vision and leadership and I have no doubt that we have proven equal to that task. It is said that leaders are those who create the future. Here in Bali, you have demonstrated the leadership needed to create a sustainable future for us all.

I thank you again for providing the world with the breakthrough that it has been waiting for. I hope you have enjoyed your time here in Bali. Have a safe journey home and a safe onward journey following the Bali Roadmap through Poznan and on to Copenhagen.
